How I can clean a convertible roof window vinyl?

My car (S2000) has a vinyl window, which is covered with yellow and brown waste. It's definitely not waste bleaching – is scraped a bit. How I can remove this without damaging the vinyl itself. Remember, this is a window transparent vinyl, so anything that can scratch the product should be avoided.

I probably would be a mixture of warm water and Dawn soap and the like. That does not will damage plastic, but they soften and remove most things. If you use a glass cleaner and fog of the window, it is likely that following the purchase of a new vinyl window, and I can not imagine that would be cheap.
