infrared goggles?

Is there any way to make a device under about $ 200 dollars that will allow me to clearly see objects illuminated infrared light to a minimum range of about 20 meters. I also want to know if you can build a device to convert the infrared light spectrum visible light without any electrical circuits, etc.
