In some towns, the fire department has a compressor that can fill a high-pressure carbon fiber tank, as firefighters use smaller scba tanks for breathing equipment during rescues. You might want to approach your local fire department and ask if they would be willing to fill your high-pressure carbon fiber/scba tank from their compressor.
