What kind of air conditioning system is this?

I live in an old building Skyrise where air and heat are central to the building. I have a rectangular box sitting in my apartment, which controls air flow but not the temperature. So basically, I can cut the AC or heat from time to time, which is increasingly being running at or around the building. What is this type of cooling / heating called? And what is the name of the box sitting on my unit, because I replace it?

I guess its a chilled water system of the box can be a low voltage that controls the amount of cold / hot water flowing in HVAC guys ok place is up
